Minister Jenfan Muswere Announces US$10 Million Fund for Local Content Creation
Zimbabwe’s government has set aside US$10 million to support local content creation.
The funding is aimed at expanding the national broadcaster’s television and radio services.

Focus on Sustainable, Heritage-Based Broadcasting
Minister of Information, Publicity and Broadcasting Services Dr Jenfan Muswere made the revelation while officiating at a ZBC stakeholder engagement workshop.
According to The Herald, the Minister highlighted that the availability of enabling legislative and policy frameworks now places the responsibility on producers to create a sustainable media industry rooted in ethics, ethos, and honest content.
“The workshop aims to develop a framework for content creators within the broadcasting ecosystem, enabling them to further heritage-based broadcasting,” Dr Muswere said.
Plans for Provincial Content Hubs and Policy Development
All local content producers are set to benefit from the fund. In addition, the government plans to hold pre-budget seminars to establish content hubs in all 10 provinces, which will be accessible to filmmakers, musicians, and other media stakeholders.
Dr Muswere also revealed that a Film Policy and a National Language Policy are in the pipeline and are expected to be presented to Cabinet in the first quarter of this year.
Building a New Era for Zimbabwean Media
Dr Muswere urged local producers to utilise the resources to entertain, educate, and inform Zimbabweans while showcasing the country’s achievements globally.
He noted that the National Arts Council has a database of 3,500 registered players, emphasizing the role of independent producers in shaping a thriving media industry.
“In broadcasting, viewership follows content. For us to succeed in creating a new and viable film industry, the foundation lies in capacitating the public broadcaster. Part of the public broadcaster’s 2026 budget includes an equivalent of US$10 million for content producers, ensuring that Zimbabwean filmmakers, musicians, and producers directly benefit from public broadcasting funds,” he said.
