SSCAA restricts access to airside at Juba International Airport

JUBA – The South Sudan Civil Aviation Authority (SSCAA) has imposed a strict restriction on access to the airside area of Juba International Airport, a move the authority says is aimed at strengthening aviation safety and security at the country’s main international gateway.

In a public notice issued on January 8, 2026, the SSCAA Director General announced that no individual or vehicle will be allowed to access the airside—where aircraft operate, park, load, and refuel—without proper authorisation and a valid airside access permit.

According to the authority, the required permits include an Airside Vehicle Permit, an Airport Restricted Area Permit, or any other access credential officially approved by the SSCAA. These permits apply to airport staff, service providers, contractors, and any other individuals whose duties require them to operate within restricted zones.

The aviation authority said the decision follows growing concerns over unauthorised movements within restricted airport areas, which pose serious risks to passenger safety, aircraft operations, and national security. SSCAA emphasised that uncontrolled access to the airside can lead to accidents, interference with aircraft movements, and breaches of international aviation security standards.

The restriction applies to all persons and vehicles operating at Juba International Airport.

However, exemptions have been granted to His Excellency the President of the Republic of South Sudan, the Vice Presidents, and their officially designated vehicles, in line with established state protocol.

SSCAA warned that any individual or vehicle found accessing the airside without authorization will be considered in violation of aviation safety and security regulations and will face legal prosecution. The authority said enforcement will be carried out jointly with Aviation Security (AVSEC), the National Security Service, the Criminal Investigation Department, and Military Intelligence stationed at the airport.

The authority also called on airport users, aviation workers, and the general public to cooperate with security personnel and comply fully with the new measures to ensure smooth and orderly airport operations.

Juba International Airport serves as South Sudan’s primary international and domestic aviation hub, handling thousands of passengers and tons of cargo every month. SSCAA said tightening access control is critical to safeguarding airport infrastructure and maintaining confidence among airlines, passengers, and international aviation partners.

SSCAA stressed that the restrictions are not intended to disrupt airport services but to align airport operations with international civil aviation safety and security standards.
