State RRC reinstates Twic East Community Association certificate in Jonglei

BOR – The Relief and Rehabilitation Commission (RRC) has officially reinstated the Certificate of Registration for the Twic East Community Association (TECA), reversing its earlier decision to revoke the association’s legal status.

In a letter dated 24 February 2026 and addressed to Lt. Gen. Biar Mading Biar Yak, Chairperson of TECA, the RRC confirmed that the association has been restored and is now fully operational under the NGOs Act, 2016.

Wol Dhieu Akujang, Chief Registrar of NGOs at the RRC, referenced an earlier communication dated 07 February 2026 in which the commission had revoked TECA’s registration.

However, following consultations, the decision was overturned. “The Relief and Rehabilitation Commission (RRC) informs the Twic East Community Association (TECA) that it has been reinstated as an Association as per the NGOs Act, 2016,” said Akujang “The Certificate of Registration has been operationalised with immediate effect.”

According to the statement, the reinstatement was reached during a meeting convened by the Minister of Humanitarian Affairs and Disaster Management, the Chairperson of the RRC, and the leadership of TECA.

Akujang said the discussions reportedly addressed concerns that led to the initial revocation.

The RRC explained that the NGOs Act, 2016, grants the registrar powers to approve, reject, or revoke certificates of NGOs and associations operating in the country.

“The Certificate of Registration has been operationalised with immediate effect as required by the provisions of section 12 (1) (b) and (d) of the Non-governmental Organisation Act 2016,” Akujang stated.

The commission further noted that TECA admitted to an error involving the use of its official stamp and letterhead.

“TECA admitted the error of letting its stamp and heading paper be used by the Twic Community (TEC), which is a separate entity that withdrew confidence in their National MP,” the statement said.

The RRC concluded by assuring TECA of its continued support and openness for further clarification.

“The Relief and Rehabilitation Commission avails itself of the opportunity for further information. Please accept the assurance of the highest regard,” he stated.

The revocation of TECA’s registration certificate comes after Twic East Community (TEC) used TECA’s official materials in a matter involving the withdrawal of confidence in their National Member of Parliament.

This action appears to have raised concerns with the RRC, leading to the initial revocation of TECA’s Certificate of Registration.

The reinstatement clears the way for TECA to resume its official activities as a legally recognised community association in South Sudan.
